Administrative Policy of Stoddart Science Fund of Zhejiang University Education Foundation
詹姆斯·弗雷泽·司徒塔特（James Fraser Stoddart）教授是分子机器研究的开拓者之一、2016年诺贝尔化学奖获得者、中国科学院外籍院士，在超分子化学领域享有极高的国际学术声誉，并有力推动了中国分子科学的发展。除积极培养中国籍博士、博士后及访问学者外，他还与国内多所学术机构建立了密切的合作关系，极大提升了中国超分子化学和分子机器基础研究的整体学术水平和国际声望，先后获得中国政府友谊奖、中华人民共和国国际科学技术合作奖等荣誉。多年来，司徒塔特教授与浙江大学建立了深厚情谊，作为浙江大学Stoddart Institute of Molecular Science（下简称SIMS）院长，推动成立了浙江大学杭州国际科创中心超分子新物质创制创新工坊，为浙江大学超分子化学领域的研究、高水平人才的培养以及一流学科的建设作出了重要贡献。
Sir James Fraser Stoddart, one of the pioneers in molecular machines, Nobel Prize Winner of Chemistry in 2016, and a foreign member of Chinese Academy of Sciences, has made significant contributions to molecular science in China with a high international academic impact in the field of supramolecular chemistry. In addition to cultivating Chinese doctoral students, postdoctoral fellows, and visiting scholars, he has also fostered extensive collaborations with many academic institutions in China, elevated the academic excellence and international recognition of research in the field of supramolecular chemistry and molecular machines in China substantially, and was granted such honors as Chinese Government’s Friendship Award and the International Science and Technology Cooperation Award of the People’s Republic of China. Over the years, Professor Stoddart has developed a solid friendship with Zhejiang University. As a part-time professor and Dean of the Stoddart Institute of Molecular Science (SIMS), he has played a pivotal role in the establishment of Supramolecular New Material Creation Innovation Workshop of ZJU-Hangzhou Global Scientific and Technological Innovation Center, contributing significantly to the research of supramolecular chemistry, cultivation of high-calibre talents, and the reinforcement of first-class disciplines of Zhejiang University.
为进一步推动超分子化学学科的快速发展，支持浙江大学教育事业，司徒塔特教授发起设立“浙江大学教育基金会司徒塔特科学基金”。
In order to promote the rapid development of supramolecular chemistry to support the education of Zhejiang University, Professor Stoddart took the initiative to establish “Stoddart Science Fund of Zhejiang University Education Foundation”.
根据《浙江大学接受社会捐赠管理办法》要求，为使基金的社会捐赠工作有序进行，规范、科学地管理基金的捐赠资金，充分发挥其功效，特制定本基金管理办法。
In accordance with Administrative Policy of Zhejiang University Acceptance of Social Donations, this administrative policy is formulated to carry out the donation orderly, and to manage the donated fund in a standardized and scientific manner.
第一章 总 则
Chapter I General Provisions
第一条 基金定名为: “浙江大学教育基金会司徒塔特科学基金”(简称“司徒塔特科学基金”，英文名称为“Stoddart Science Fund”，下称本基金)。
Article 1: The Fund is named “Stoddart Science Fund of Zhejiang University Education Foundation” (referred to as “Stoddart Science Fund” for short, hereinafter referred to as “the Fund”).
第二条 本基金主要用于超分子化学和分子机器领域的人才培养、国际学术交流、科学研究以及奖励在该领域有突出贡献的人才等，以促进超分子化学及相关学科的发展。
Article 2: The Fund shall be mainly used for supporting talent cultivation, international academic exchanges, scientific research, and awarding those who make outstanding contributions in the field of supramolecular chemistry and molecular machines to advance supramolecular chemistry and related disciplines.
第三条 本基金为开放型向社会各界募集的留本基金，接受海内外社会团体、企事业单位及个人等社会各界的自愿捐赠，主要使用基金增值部分，持续募集、永久留存、专款专用。
Article 3: It is an open-ended endowment Fund welcoming voluntary donations from various social sectors at home and abroad, including social organizations, enterprises, institutions, and individuals. The appreciation portion of the Fund shall mainly be utilized and ongoing fundraising efforts will be conducted with permanent retention of the Fund.
第二章 组织机构
Chapter II Organizational Structure
第四条本基金为浙江大学教育基金会下属基金，为保证本基金捐赠工作的正常开展和有序进行，特成立“浙江大学教育基金会司徒塔特科学基金管理委员会”（下简称基金管委会）。
Article 4: The Fund is subordinated to Zhejiang University Education Foundation. In order to ensure the smooth and orderly operation of the donation, the “Management Committee of Stoddart Science Fund of Zhejiang University Education Foundation” (referred to as “Fund Management Committee” for short) is established.
第五条 基金管委会负责制订本基金募集、资助办法；具体组织本基金的社会捐赠工作；确定管理和使用基金的原则和办法；负责奖项评选办法的制定、评选工作的开展、学术会议的组织以及审议其他有关本基金的重大事项等。基金管委会原则上每年召开一次会议。
Article 5: The Fund Management Committee is responsible for developing the fundraising and funding policy, organizing the social donation, and formulating the principles for managing and utilizing the Fund. Apart from this, it shall also devise criteria for selecting award winners, facilitate the operation of the process, organize academic conferences, and review other major issues related to the Fund. The Fund Management Committee generally holds one meeting annually.
第六条基金管委会由捐赠方、浙江大学化学系、浙江大学教育基金会的各方代表等组成，基金管委会主任由基金管委会成员推荐，经基金管委会审议通过后产生。
Article 6: The Fund Management Committee is composed of representatives from the donors, Department of Chemistry at Zhejiang University, and Zhejiang University Education Foundation. The Chairman of the Fund Management Committee is recommended by its members and is approved through deliberation by the Committee.
第七条为加强基金管委会日常管理工作，基金管委会下设办公室。办公室设在浙江大学化学系，具体负责组织、落实本基金的社会捐赠和使用等具体工作。
Article 7: In order to strengthen the daily management of the Fund Management Committee, an office is established under the Committee as a subsidiary entity. Located in the Department of Chemistry at Zhejiang University, it is specifically responsible for organizing, implementing, and utilizing social donations of the Fund.
第三章基金的管理和使用
Chapter III Fund Management and Utilization
第八条本基金纳入浙江大学教育基金统一管理，专款专用，并接受校基金会的指导和监督。
Article 8: The Fund, subject to the guidance and supervision of Zhejiang University Education Foundation, shall be managed under its unified management, and utilized for specific purposes.
第九条本基金接受的所有捐赠资金进入校基金会账户，由校基金会统一进行财务管理（包括出具收据、颁发证书、会计核算等）。
Article 9: All donations received by the Fund shall be deposited into the account of Zhejiang University Education Foundation. It shall be managed in a unified manner, including issuing receipts, granting certificates, and conducting financial accounting.
第十条 本基金主要用于奖励超分子化学、分子机器领域的优秀师生以及支持SIMS开展超分子新物质和分子机器相关的研究。初定用于在全球范围内评选和奖励在该领域取得杰出成果的科技工作者以及在浙江大学内评选和奖励在该领域取得优秀成果的学生。后续视资金规模，可将评奖名额和奖励金额扩大。
Article 10: The Fund is mainly utilized to award outstanding students and teachers in the field of supramolecular chemistry and molecular machines, and to support research on supramolecular new materials and molecular machines conducted by SIMS. The initial plan is to use the Fund to award outstanding global researchers who have achieved remarkable achievements in the field, as well as the excellent students in the specific field at Zhejiang University. The number of awardees and the amount of awards may be increased depending on the future scale of the Fund.
第四章 基金终止程序及终止后的财产处理
Chapter IV Termination Procedure and
Distribution of Property upon Termination
第十一条 本基金因完成宗旨、协议期限到期或捐赠方终止捐赠等原因需要注销的，由基金管委会提出终止动议，并报校基金会审核备案。
Article 11: If the Fund needs to be terminated due to the fulfillment of its purpose, expiration of the agreement, or termination of donations by the donors, the Fund Management Committee shall propose a termination motion and submit it to Zhejiang University Education Foundation for review and filing.
第十二条 本基金终止后的剩余财产，由基金管委会向校基金会提出意见，并报校基金会审查同意后实施。
Article 12: The Fund Management Committee shall offer suggestions about the disposal of residual property to Zhejiang University Education Foundation upon termination of the Fund, and shall implement upon the approval of Zhejiang University Education Foundation.
第五章 附 则
Chapter V Supplementary Provisions
第十三条 未经基金管委会同意，任何机构与个人不得擅自以本基金名义在社会上募集或接受捐赠。
Article 13: Without the consent of the Fund Management Committee, no organization or individual shall raise or accept donations from society in the name of the Fund.
第十四条 本办法自基金管委会通过之日起执行，由基金管委会负责解释。未尽事宜，由基金管委会协调处理。
Article 14: This policy shall take effect on the date of approval by the Fund Management Committee, and shall be interpreted by the Committee. Any matters not covered herein shall be handled through coordination by the Fund Management Committee.
